It was obvious that ISIS was on the offense when they took Fallujah way back in January. What move did Obama make then? Nothing.
Was it the intel groups that forced Obama to back down from his "red line" statement on Syria. No, Obama did that on his own.

Did the US not entertain the same expectation in Afghanistan where, in a number of instances, US instructors were gunned down from the back by their students?
Training muslims to fight other muslims does not go without risk. One never knows where their allegiance lies — often definitely not with the infidel instructor.
