It would be reckless to assume they’ve not been entering along with millions of others who’ve been entering illegally, for decades now.
Being one of the most corrupt countries on the planet, Mexico is the perfect staging point to make entry and these groups are free to smuggle in whoever they want.
Of course the U.S. government is inordinately aware this has been happening for many years.

I don’t know about college and free tuition in California but I do know about a personal encounter with a group of 5 older girls being shepherded through the doors of an eye glass sales place of a very well known medical clinic. The shepherd looked at me with an expression that said ‘what are you going to do about it?

I would seriously doubt these were the first 4 ever sent over and who just happened to be apprehended.
BTW this is not bold for them. Bold for them is blowing themselves to pieces while taking out a whole lot of others in the process. Or taking over the flight deck of multiple airliners with minimal instruction or training, knowing succeeding meant dying. That is what they consider bold.
Just look at the numbers (millions) with zero financial backing, who have successfully entered undetected while the corrupt in the U.S. raced to exploit them for political agendas or for low wages profits.

Crossing the U.S. border became a global joke, a national embarrassment not to mention a national security time bomb for America years ago. This would simply be viewed by terrorist as taking advantage of the weak links.
If tens of millions can enter illegally, it begs the question: How many more with terrorist ties have already entered undetected successfully? My guess would be the 3 or 4 digit range.
In addition, tens of thousands have already entered illegally into the U.S. through these same entry points and others.
