All he needs to do is get one of the high-profile, well-funded Conservative legal advocacy groups to take up his cause and start issuing press releases about how they're going to sue the city into oblivion. As an example to others.
The city will quickly back down.

Ocala is where one of my fellow overpass patriots was arrested earlier this year by a Florida State Trooper for waving flags and signs on an overpass with several others. He was arrested when he politely questioned the reason for his arrest. The audio was all caught on a phone. He was doing nothing illegal, but would probably still be in jail except for the proof of the audio. A wise rare judge threw out all four charges. At the time it surprised me, since I never had impression that Ocala was lib city. Obviously, someone or some group in position of power there does not like our Constitution or the American way.
