Part of the problem with defeating the terrorist attack in India was that at the beginning only the terrorists were armed with sufficient ammo for a fire fight.
London as well as NYC would be easy targets. Cities with a significant number of concealed carry holders would be bloody, but a much different story and a much quicker containment of the threat.
