Aug 29 (Reuters) - Russian President Vladimir Putin said on Friday that Moscow had to strengthen its position, economically and militarily, in the resource rich Arctic region, where other countries are vying for influence.

NATO has already been doing so for more than a half century, and with good cause. The Soviets used to conduct clandestine operations into Alaska. Canada recently announced its increased operations to defend against hostile Russian activities in the Canadian Arctic. This is also why Canada is playing a leadership role in putting together a new rapid reaction force due to Russian aggressions in Europe.
