Where this is leading is obvious. The ownership of animals must, now, be outlawed. If animals have a sovereign right from molestation they have the right to absolute independence from slave status. This is a bridge too far.

This is a very slippery slope.
Remember one of the basic tenets of Christianity is that “Man has dominion over the animals”. The Left has been trying to attack this basic tenet of Christianity for decades, it’s the raison d’etre for the whole Animal Rights movement.

The penalties for cruelty to animals seem too low for some of the horrendous things that people do. Like eating them?
Animal cruelty is wrong (Proverbs 12:10 A righteous man regardeth the life of his beast: but the tender mercies of the wicked are cruel). I just don't know how one enforces this 'victim' rule, since animals are made to be tasty vittles (Genesis 9:3 Every moving thing that liveth shall be meat for you; even as the green herb have I given you all things).

Can't speak for Oregon, that I gather from the column is still in a primitive stage, but in real States, the owner of horses is required by law to provide them with 1. proper water, 2. proper feed, 3. proper shelter, and 4. proper vet care.
If you can't handle the above, then you shouldn't be owning horses and probably need some time in jail to clear your head (or at least think about it when you pay the fine).

Cats and dogs are one thing. Gerbils, goldfish and guppies are quite another.
The horror here is the divorce of human and animals the so-called animal rights fascists are promoting. They are absolutely opposed to any kind of involvement between humans and animals.
