it seems pretty clear that there should not be Latin words for “cell phone,” “Internet” and other mainstays of modern life in the 21st Century.

Actually, the Vatican has an office that issues such words. Latin, by its nature, takes to it very well. Heck even words like television are practically Latin to begin with.
