This has NOTHING to do with supposed racism.
Negro society, as a whole, disdains most forms of law and order. They talk about how the laws are "Whities" and are there to subjugate the Negroes.
I have known hundreds of cops over my lifetime, mostly Caucasian, and I know they would arrest ANYBODY who needed arresting, not just Negroes. 13% of the US population creates about 64% of the felony arrests (DOJ statistics), and that is surely not due to racism. They just refuse to want to follow laws that help create a safe and sane society.
De jure segregation has been replaced with de facto segregation. At the major universities, separate but equal has become a matter of free choice by students of color.
