IIRC, the Ferguson police were told by the governor of MO to stand down, he had his state troopers come into take control of the situation. So it was the governor’s and state troopers’ problem, apparently.
There was NO curfew,and no order to stay inside.
It was suggested and most residents were happy to comply.

Don’t forget that BHO had to call his good buddy Coupe Deval and suggest that it might not look good if a governor shuts down a city, and then goes off to his country mansion...
