isn't that the way it usually works? the grand jury decides if there's enough evidence to goto trial???

In a case without media attention, it may not even reach the grand jury, I would argue most cases dont go to a grand jury? They can indict a ham sandwich right.

I always thought once a case goes to a grand jury the % is in the 90`s that it goes to trial.

Like I said, I have no idea what happened, but this officer could easily be railroaded.
