Congress authorized construction of a physical fence in 2006 during the George W. Bush administration. Bush favored amnesty and pursued a loose border policy. Hence no fence was constructed. Obama simply continued the Bush policy. Today, neither party wants the fence, hence the fence is no longer an issue and will not be built.
