Gruber scarcely had time to plead temporary insanity with regard to his 2012 comments when someone on the interwebs uncovered another example of Gruber explaining in January 2012 that the PPACA withholds tax credits from states that do not establish Exchanges. I transcribe:
"A number of states have even turned down millions of dollars in federal government grants as a statement of some sort. They dont support health care reform. I guess Im enough of a believe in democracy to think that when the voters in states see that by not setting up an Exchange, the politicians in their state are costing state residents hundreds of millions and billions of dollars that theyll eventually throw the guys out. But I dont know that for sure. And that is really the ultimate threat, is: Will people understand that, gee, if your governor doesnt set up an Exchange, youre losing hundreds of millions of dollars of tax credits to be delivered to your citizens? So thats the other threat, is: Will states do what they need to do to set it up?"

When has there ever been anything, paid by the states and handed over to the feds, that the feds do not simultaneously dangle as with a carrot and use to threaten as with a stick, in their dealings with their makers, the states?
Curious as to whether our munificent federales ever simply grant funds without pulling strings forever after, or for five years, for example, as with facade renovation grants.
So what happens to furious taxpayers whose D Governor tried to set up an exchange to the tune of $300,000,000 and we have nothing, nada, zilch for that money. Not one person has been able to sign up on the Cover Oregon state website. Now what?
What is so funny, ironic, this Governor that tried so hard to get an exchange and spent so much money knew nothing about its problems till October 1, 2013 (launch date) is running for a 4th term for governor!!
