Cities can form micro climates based on asphalt and cement holding heat longer than grass covered soil.
In cities there actually might be a heat sink problem. But it’s easily solved by zoning requirements calling for parking lots etc. to add more trees.
The problem for liberal elites is city solutions are so simple they can’t create large slush funds for themselves and their friends - friends who might ‘kick back’ some of the ill begotten lucre.
