1. Possible maybe, but seems highly implausible. (Why only 2 immigrants out of tens of thousands given shoes? Makes no sense at all if it is some symbolic gesture)

2. Seeing as they don’t seem like actual brand name shoes, but poorly made knockoffs, probably not much. I am going to go out on a limb and guess that almost every one of the illegals crossed the border wearing modern footwear of similar quality, so I think that shows they can afford shoes.

3. Foreigners have a tendency to buy almost anything that is associated with America? Or maybe they are just a fan of Obama, who is certainly regarded as a celebrity by plenty of foreigners.

4. It’s typical to find all kinds of knockoff “American-style” merchandise for sale, all over the world.

I would venture that it is more than Two.

Not sure about them being “knock-offs”.

Heck, I don’t know, maybe they stole them from the Mexican bus drivers while they were napping.
