Lost? I don't see it that way. They choose to sneak them in as a tactic to reduce criticism. Heck they do it all the time with liberalism. They can't defend liberalism head-on and often don't come in through the front door - sometimes they sneak it in through the back door, EOs, etc. As long as the illegals stay in this country THEY WIN. Leftists will adapt and inch the ball along and don't care how ugly it looks as long as they accomplish their milestones.
