How does FIFA have the power to do anything except schedule their future games somewhere else?
They can order Mexico to play future Mexico home games in empty stadiums or fine the Mexican soccer federation.
At the extreme end they can ban a country from future Fifa competitions.
The only time I recall this being threatened was when large numbers of Neo Nazi “fans” were taking over stadiums in certain European countries.
