A pardon can only be given after a conviction. And he cannot wave a magic wand and make them all Citizens.
He's going to do this on July 4, 2014. It's absurd to think he'll wait two and a half years.
He can only pardon people who have been convicted federally.
IF he issued such a statement, it would only be done to cause the illegals to rise up and demand what 0 had illegally promised them. It would have no legal standing.

Should it occur, the proper response would be to ignore it—pending a definitive finding that he actually is President—and round up all the illegals and deport them. Including 0bama, who probably is one himself.
