3 out of 15 precincts have reported and only 420 votes cast. Brat leads 215 to 205. Hard to see Richmond city being a big player in the outcome. Low turnout.

Nope. They’re counting based on percentages of precincts, not total votes cast. The places left are thinly populated or so heavily rat that the turnout in those areas will not matter.
