Three RCMP Officers Killed,Two Wounded in Moncton, NB

A gunman is still at large after fatally shooting three RCMP officers and injuring two others in Moncton, N.B., Wednesday evening.

Police are advising people in the Moncton Coliseum area and Pinehurst subdivision to stay inside as they hunt for the shooter.

“At this precise moment we are still actively looking for the shooter and he may be still in the Pinehurst subdivision of Moncton,” Const. Damien Theriault told reporters late Wednesday night.

Theriault also urged residents not to divulge the location of police officers during the manhunt.

Codiac RCMP said they are looking for 24-year-old Justin Bourque of Moncton. He is considered armed and dangerous. Police tweeted a photo of the suspect dressed in military camouflage and carrying guns.

A Facebook page under the same name had several anti-gun control messages. Lyrics from a Megadeth song, ending with “I believe my kingdom will come,” were posted shortly before the shootings began.

The Horizon Health Network, New Brunswick’s largest health authority, said two gunshot victims were admitted to the Moncton Hospital.

“At this time I can confirm that we have received a total of two victims related to this tragedy,” Dr. Dhany Charest, Moncton Hospital’s chief of staff, said in a statement. “They have been treated and are in stable condition in hospital. We have also received a third patient from a separate incident that occurred Wednesday evening. That person is in critical condition in the OR.”

The hospital is restricting visits to those with critically ill family members.

On Facebook, New Brunswick NDP Leader Dominic Cardy warned residents “near the shootings in Moncton” to stay away from windows, lock doors and “wait for the all-clear from police.”

Resident Heidi James told CTV News Channel that she was at home with her husband and young children when they heard gunfire.

“I heard probably about four to five shots. They sounded quite loud,” James said.

James said she moved her children away from windows as worried friends and family began texting her to make sure her family was safe.

She said her husband peeked out the window and saw a body, covered with a blanket, next to a “shot-out” vehicle.

“We haven’t been told yet that it’s safe to leave our house,” James said, adding roads in her neighbourhood have been barricaded off.

Eyewitness Jeff Boudreau told News Channel that he was on his way home from work when he saw “a lot of officers flying by me.”

Boudreau said officers were in the process of blocking off residential streets when he passed by, and that “the whole north end is on shut down.”

Moncton Mayor George LeBlanc offered his “heartfelt sympathies” to the families affected by the tragedy. He said he has “every confidence in the RCMP” as officers continue to hunt for the suspect.

In a statement, New Brunswick Premier David Alward said he was “shocked and saddened” to hear of the shooting.

“On behalf of all New Brunswickers, I would like to extend my thoughts and prayers to those affected. I would ask New Brunswickers, particularly in those areas identified by police, to follow the situation as it develops and to listen to the advice of police,” he said.

Alward told CTV Atlantic that he has been in touch with the commander of Codiac RCMP and said the shooting has been “certainly devastating for their force.”

Alward urged residents of Moncton to “maintain vigilance and listen to reliable sources for information.”

Federal Public Safety Minister Steven Blaney tweeted late Wednesday that he was “shocked by the tragedy in Moncton,” and said his thoughts and prayers are with frontline RCMP officers and their families.

Yes, but the process requires testing and applications to the fed government.

No registration of long guns is required but one must write a federal test to obtain a Firearms Acquisition Certificate. For pistols ( called restriced firearms) one must take a second course, be tested, and register each restricted firearm.

Some weapons are prohibited ( Short barelled pistols, min length is 4 1/4 inches long), fully automatic weapons etc.

Magazines for rifles must be 5 rounds or under, for pistols
10 or under. Its very complex and you have to study not to run afoul of the law as a gun owner, and the laws keep changing by executive order sometimes.

Permission to carry varies by province. In New Brunswick, the Provincial Firearms Officer refuses to issue permits to carry for restricted weapons ( pistols) except for transport to a range and back home. The law requires all restricted firearms to be locked in a gun case, and placed in the trunk of ones vehicle, unloaded with a trigger lock.

Long guns also must be transported unloaded and in the trunk with trigger locks.Hunting allows long guns to be carried on foot where land is available for hunting purposes.

US citizens can bring their non restricted firearm into Canada for hunting or competition purposes. Written proof of purpose is necessary from a range of a hunting guide.The ammount of ammo one can bring is also restricted. Firearms must be declared, stored in a locked case unloaded with trigger locks. Ammo must be in a spearate locked container when crossing the border, I believe less than 30 rounds is the rule, but that may have changed.Bringing a restricted weapon into Canadais far more complex. One has to obtain permission from provincial firearms Authority to transport one’s restricted weapon to a competition, but it can be done.

Criminal law is by National Federal Code.The use of deadly force is allowed only if one can prove in court that there was no other alternative of escape or diversion of the attacker.This makes it extremely difficult to use deadly force to defend oneself in Canada, without doing prison time for homicide or manslaughter.There is no right to use deadly force to defend ones property in Canada, only the lives of loved ones and ones self.

Off duty police officers are not allowed to carry a personal restricted firearm. They can only carry their service weapon while on duty.

Candor is very thorough in his response, but I can add something from an Ontario perspective. I have heard that if one is taking a handgun from home to range or back, the only two places a handgun is allowed to be, one must notify the OPP of the time and route used for the transportation.

Also, one is not allowed to store the fire-arm loaded, and in at least some cases where a fire-arm has been used in a clear case of self-defense, the one using has had to go to some length to establish that the fire-arm was not loaded at the beginning of the incident in order to avoid charges.

Looks like his primary weapon is an M1A1 or M14 type with an M4 type carbine for backup. Probably has an understanding of terminal ballistics. Maybe he is mad because his neighbor has not mowed his yard?

The alleged shooter's Facebook page is almost a parody of the liberal image of a bigoted right-wing anti-government, anti-police gun nut, right down to a picture of Sarah Palin and some rantings about the Rothschilds.

Here is the chronology of events of the tragedy of Moncton (Atlantic Time):

WEDNESDAY

7:20 p.m. (approx): Police receive a call from a citizen that they see a man with a gun

7:51 p.m.: Twitter user @WillNjoku) reports hearing about twenty shots near his home

8:20 p.m.: The RCMP in New Brunswick tweet to ask residents to stay inside because a shooting is in progress.

9:17 p.m.: The RCMP tweets a photo of the suspect and identifies him as Justin Bourque, 24, of Moncton.

9:54 p.m.: The police say three officers were shot and killed and two others sustained non-life threatening injuries. The shooter is still at large.

11:50 p.m.: Police ask residents to not share the position of officers in order not to interfere with operations.

THURSDAY

1 a.m.: “We are professionals, we will ensure public safety,” RCMP spokesman Damien Theriault told a press conference, adding emotions do not affect the work of officers.

1:43 a.m.: The Horizon Health Network raises its Code Orange at The Moncton Hospital. A Code Orange is called in the case of a disaster or mass casualties.

5:43 a.m.: RCMP tweet out a map of the Pinehurst subdivision in the city’s north end advising residents in the marked area to stay inside and lock their doors.

5:45 a.m.: The Anglophone East School Board announced that schools will be closed for the day. The University of Moncton closes its doors until noon, the situation will be reassessed later. A short time later the City of Moncton tweets City Hall and transportation services are closed for the day due to the lockdown.

6:44 a.m.: Premier David Alward tweets all flags in the province will be lowered “to pay tribute to the sacrifice of these fallen Moncton officers. #PrayForMoncton”

7:30 a.m./8 a.m.: The suspect is spotted near a Costco in the north end of the city. Police say he was possibly spotted two other times, but they couldn’t confirm it was the suspect.

10 a.m.: RCMP hold a press conference and say the search continues and ask residents to call police if they see the suspect.

It seems that every 5 - 10 years the mounties get someone so angry with them that some idiot goes off the deep end and starts shooting back.

The local radio referred to the neighbourhood in Moncton being on “lockdown”. Funny, I thought that term was used for prison problems, not citizen’s residences...

Reports are that the suspect has no criminal record. They assume he has mental problems.Suspects motives are unknown except that he posted a deep anger and dislike for police and govermental control on social media.
