Rice said the U.S. was negotiating with Qatar but the handover followed secret and indirect negotiations between the U.S. and the Taliban.
So it was indirect negotiations but as many said on former thread, it was capitulation.

We just capitulated to their demands. We didn't offer a counter offer because that would have been "negotiations."
As long as you don't make a counter offer to the initial demand, there is no "negotiations." If we had offered to release 3 instead of five, that would have been illegal, since WE DON'T NEGOTIATE WITH TERROROSTS!

So, it is normal prisoner swap procedure to exchange one junior NCO for 5 leaders of the Taliban insurgency who are such dangerous enemies that we have them imprisoned at a camp designed to hold the most dangerous of the dangerous.
