Not to over simplify teenage behavior, but wouldn’t she have the sense to just say no to a boy asking for nude pictures? Things snowballed from there, is what it sounds like.
She is a product of this culture and the schools these days usually teach sex-ed that its all okay.

No because she is a girl. Girls are too stupid to make their own decisions about their bodies. They are weak, feeble, and easily coerced. They are always the victim and the male is always the perpetrator, hence the boy being charged with child porn and the girl being innocent.
while this kid is definitely a creep, the girl is guilty of creating child porn and equality demands she be charged. Ignorance is not a defense but I guess having a vagina is.
