BS; the advice is meant to conceal the crime problem in Brazil. If someone ten yards away from you in a crowd is robbed, the Brazilian government would simply prefer you didn’t know about it. I know people who went to World Youth Day in Brazil, and their impressions weren’t flattering. They were warned in advance of the high crime there (and they weren’t told not to scream).

Been to Brazil 5 times. It is like any country. If you go where you do not belong, do not be suprised at what happens to you.
Here is advice to those going to world cup. Stay away from the seedier side and you will be ok.

Safety has long been a concern heading into the World Cup, stemming both from the type of violence mentioned in the pamphlet and the demonstrations Brazils biggest in a generation at last years Confederations Cup. During the warmup event, police used tear gas, rubber bullets and percussion grenades as they clashed with protesters in every city that hosted games. So, now that the police are "warmed up" will they be using poison gas, fragmentation grenades and live ammo?
