BS; the advice is meant to conceal the crime problem in Brazil. If someone ten yards away from you in a crowd is robbed, the Brazilian government would simply prefer you didn’t know about it. I know people who went to World Youth Day in Brazil, and their impressions weren’t flattering. They were warned in advance of the high crime there (and they weren’t told not to scream).
Who do they think they are-Las Vegas!
Saying stuff like that certainly isn’t concealing their crime problem. It’s not only admitting it, but blatantly advertising that they are unwilling to do anything about it.
