IMO It's far more probable that the militia have, for the simple reasons that they're more likely to understand the Declaration of Independence than, as a whole, government agents.

It’s time for Governor Martinez to team up with the Sheriff, and overrule the Forest Service. It is New Mexico’s land, not the federal government’s, no matter what this or any other administration has to say about it. States need to take control of what rightfully belongs to them.
