It's all those guns we U.S. gun owners are selling to the Mexican cartels that is the problem.

I wonder if it would be illegal to set up a "trust" or somesuch and have a single purchaser for [huge] quantities of rifles — a purchase of five thousand rifles by "Col. John Doe; Purchasing Officer, Militia of [STATE NAME]" might be hard to track… especially if we do things in the traditional American way: centralized stores of arms and munitions (i.e. public armories).
