When you have lots of unexpected people with cell phones in a remote area it can cause congestion. More likely overload than shutting down of cell towers and I am not sure how they would shut down cell towers.

Correct. Disruption was caused by too many users trying to connect. Cell sites can only handle a finite number of connects, beyond that users get nothing.

If you ever go to a NASCAR event, you can see the cell companies set up temp cell towers so the crowd can use their internet deices and cell phones.
