The Department of Homeland Security (DHS) is contracted to purchase 704,390,250 rounds of ammunition over the next four years, which is equal to a total of about 2,500 rounds per DHS agent per year, according to a January 2014 Government Accountability Office (GAO) report entitled Ammunition Purchases Have Declined Since 2009.
If DHS were to purchase all 704 million rounds over the next four years, and if they were used by 70,000 DHS agents and officers, it would be roughly 2,500 rounds per agent per year, David Maurer, author of the GAO report, told CNSNews.com.
That would be higher than what we saw in past years at DHS and higher than the average annual number of rounds per agent or officer at the Department of Justice (DOJ), he said.

These articles never say what the historic norm is. 2500 rounds per officer is what one strong man can carry in his arms. Two trips for the ladies.
The real question is: which government employees are training to shoot and carry guns every day, and why?

Other than rimfire ammunition, just what type of ammunition is not abundantly available in your locale or on the internet?
The ONLY reason that rimfire ammunition is not overflowing on dealer shelves is because of the consumer panic caused by just such nonsense rumor mongering. Consumer demand for rimfire ammunition has increased to the point of exceeding industry production capacity, which is currently 9.3 BILLION rounds annually.
What we are experiencing is a classic supply and demand model. Sellers are happily gouging on prices while buyers are happily paying exorbitant prices. All because of low information rumor mongers and very gullible consumers. Government, at all levels, has purchased next to zero rimfire ammunition.
We have met the enemy and this time it is NOT the government!
BTW, all that ammo purchased by hoarders isn't being fired. It is hoarded in basements and garages. Be patient and eventually you will be able to buy all you want at yard sales for greatly discounted prices.
Thats IF an ammunition company decides to bid on the contract. Right now the manufacturing runs are at 100% production, 24/7/365. They will not bid on a contract if they assess they cannot meet the metrics of the statement of work. Not meeting the contract specifics means fines and a loss of revenues. They won’t take that on since ammo is going for top dollar at every store in the country.
That is what I think is going on as well.

2500 rounds divided out over four years is roughly 50 rounds a month. Anyone who practices once a month would burn through that.
