Not saying this is painless, but they will need to move to a place where there are jobs. Or do as I had to do. Take a position for 1/3 my previous pay rate. Until the market for your particular skill set recovers (which it may never do), you have to do what is in the best interests of your family.

SSDI, SNAP, SSI, EITC, Section 8 are pretty much forever. You may have to requalify every 6 months or year but they can go on a long long time. V

Maybe they could try doing what the rest of us had to do when we needed a job or were marginally employed: take a job they consider "beneath" them or move.
Our production supervisor tells me that every opening in this plant he interviews for always has a couple of well-qualified candidates who turn down offers because (a)we don't offer union scale wages they get before or (b)their unemployment benefits haven't run out yet.
Our pay isn't that bad as you can judge by the vehicles which even our entry level production workers have in the parking lot.

The right answer is to fix what's ailing the American economy. We need to raise the import tariffs and lower income taxes by a corresponding amount.
We lowered the import tariffs in the 1960's. We ignored the wisdom of the founding fathers and we've put our labor into direct competition with third world countries like China. And even made domestic producers tax disadvantaged relative to foreigners. Our stores are full of Chinese goods and Americans are sitting idle.
Your answer is wrong for a number of reasons including:
- It does nothing to restore the American economy and industry.
- It doesn't even stop the off-shoring that will soon put their new job that they moved cross country for out of business.
- It assumes people are qualified for the work in other geographic locations. Not everyone is qualified to do fracking.
- It assumes that there are places with no unemployment that would hire someone that needed to relocate over local talent when most communities have excess labor.
- It assumes that job seekers have the resources to relocate and to conduct a job search in remote locations.
- It settles for a worst case outcome that any job is appropriate regardless of the skills of the person. Granted there are times when skills become obsolete, but we're asking college graduates to move to another state to serve hamburgers, when what we need to do is fix the American economy.
