Nothing slows population growth like prosperity. Every society on earth that has gone from dire poverty to relative prosperity, with the prospect of better things for educated children, has made the transition from large families required for farming labor to smaller ones.

Gore and his buddies just see useless eaters. He cannot imagine an Africa any way other than what he sees now. I admit it is hard to imagine, given the corruption there, but handouts, eternal financial aide, and generally treating Africans like a festering wound aren't going to change much. Prosperity would change everything.
