But there are a lot of other factors in the incident I believe.

That looks like a bad shoot. The guy clearly had raised his hands hands high above his head, and he was up against the side of the car.
I don’t know all the facts, or the whole story; and that will come out in the investigation. But from what little can be gleaned from this video, this was a bad shoot by the police.

Admittedly I only did a quick scan, but I’m amazed that in the first 50 comments there hasn’t been a posting from the “cops can do no wrong” quarter saying (without irony) “well the important thing is that the cop can get home safely at the end of his shift”.
