Isn't the attorney general supposed to be enforcing the state's laws?

Obama should be enforcing the nations laws and he warps, twists, changes, ignores .... whatever he pleases. Herring is just following Dear Leader’s example.

This is a repeat of California where none of the elected statewide offices defended Prop 8 in court leading to Hollingsworth v. Perry. The SCOTUS let stand a lower court ruling throwing out Prop 8 based on the lack of of standing from the defendants of Prop 8. The question is does the GOP controlled VA lower house have standing to defend the VA ban on gay marriage, as in the case of the House of Rep defending DOMA in the Windsor case.

Elections have consequences. The entire commonwealth of Virginia is now controlled by the sodomite-loving democrats. Only a matter of time before they become the first Southern state in the country to allow queer “marriage”. It makes no difference at all what the people want. Either a democrat judge will rule it legal, or the Clinton-stooge governor will sign an executive order making it legal.
