Not much info in the governor’s statement, that informs us of either position - the State of Wyoming or the EPA.

Also, *nothing* at the State of Wyoming’s Attorney General link (http://attorneygeneral.state.wy.us/) ... no “thorough review of the historical record” and no show of an analysis of “how flawed the EPA was in its legal justification for its decision.”

If you alter a state's borders, aren't you creating a new state from the old one?

no new State shall be formed or erected within the Jurisdiction of any other State; nor any State be formed by the Junction of two or more States, or Parts of States, without the Consent of the Legislatures of the States concerned as well as of the Congress.

What Constitutional authority does the EPA have to change ownership of any land, or to alter the boundaries of any political jurisdiction?
