Though I’m not sure if this is accurate, I gather his idea is that the NSA will still collect everybody’s information all the time, but once they collect it, it will be archived by a different federal agency. Which implies that since it is such a huge amount of data, a new federal agency will have to be created to do this.
Which is like rubbing horse manure into a gaping wound, for making a bad situation worse.

Agencys telephone metadata program, calling for the trove of information on Americans telephone calls to be held in the private sector, senior administration officials told POLITICO Translation it will allow any other Government agencies unwarranted access to your records at anytime, especially the Justice department and the IRS.
IAW with the Limbaugh theorem Obama can order the NSA to halt this program immediately but is punting this off to congress...he doesn't want to be seen as governing.
