Calling the police is unwarranted. The police are to be called for crimes. This is not a crime. If you call 911 for this, you should be arrested.
The restaurant owner can ask them to leave, and hope that the Koreans don’t tell other Koreans who then avoid your restaurant altogether.

They ARE committing crimes. When somebody tells you to leave private property, and you do not leave, you are guilty of trespass in, I am sure, every jurisdiction in the universe. I know a guy who managed a K-mart that stayed open till 8PM Christmas Eve. At 8 the customers would not leave, and new ones would not refrain from entering the building. They had him outnumbered so calling the cops was all he could do.
Is trespassing a crime? If the owner has asked them to leave and they refuse, they are trespassing and the police can be called.
The police can reiterate the request and if they refuse they can be arrested.
I have done this at places I have worked at. One person was arrested after I called the police. He was prosecuted and 'convicted' after I testified against him. (He was a jerk).
But call 911? Not kosher.
