Pluto being so far away is like using a mutiplier. Ever use one of those little ratchet tools that is geared to be a multiplier? Same principle I’m pretty sure.... :)

Pluto is about 12 times as far as Jupiter at closest approach, so since the distance is squared the force goes down by 144. Pluto is also 0.0022 the mass of the Earth, which is about 0.0000068 of the mass of Jupiter. This means that if the Earth exerts 29 million times as much force on you as Jupiter, then the Earth exerts a force which is 144/0.0000068 = 2.1 x 107 greater yet than Pluto does.

In other words, the effect of Pluto on gravity at the earth's surface is 1/(2.1 x 2.9 x 107 x 107) = 1/6 * 10-15. That's less than one part in a quadrillion. I doubt even the most sensitive torsion interferometers could even measure that effect.
