You’re probably going to be proven correct on the 100K number. They purposely held off until they could report at least a 6 digit number to try and fool the folks. Most people will think its a big number since they have no clue as to what planned enrollment is.
The average person will hear 100,000 and think its a large number and that everything is on track.
It really doesn't matter what the number is, inflated or not, because it's millions they need for this wreck to limp to the next service station and they aren't going to get there by January first.
