Actually, that sounds like an excellent plan, to allow soon to be pensioners an ability to maximize their own 401k;
while allowing the near retirees a choice as to how they wish to have their retirement funded.
Sure hope that the US is as smart. But then all of us have to take care of all of those who didn’t take care of themselves.

You have nailed it...most people blame Red Hampshire's woes on Massachusetts, but in reality the problems come from the source you cite. My wife was born in Red Hampshire...she doesn't even recognize it anymore.
Just my thought.
In Minnesota we have LGA- “local government aid”.
Basically cities with producers bail out cities with moochers via state collection.
