680 MILLION DOLLARS and not even a simple backup server... I mean Microsoft will sell you the software! I would think the systems would be getting backed up. I am guessing that the report meant to say there were no failover systems in place. If they are adding hardware to handle more load it likely broke any failover setup they had in place. Or it could reflect that they were not ready to go live, which testimony supports.

If they were doing this correctly, backup would not even be of a concern. They do not know what they are doing and reports are that hackers broke the security last week and changed some passwords... and that is unforgivable in any reality.

Even if they had a functioning high availability system in place, they would still need to backups. Ditto on unforgivable..

Could it be safe to assume that any global hacker worth his salt has already accessed the database and all the info in it prior to the "fix"?
The story gives the impression that all is now well, the hole has been plugged.....but what went on before the plug?
