“......demanding that United States sign a “code of conduct”

Actually, the UK is a party to all of this spying, they are just pretending to be shocked.

France only exists because of the blood, treasure and good graces of Americans and Brits.....twice. So they can STFU.

Somebody needs to slap Merkel in the mouth and remind her again of why we have all those bases there.

Same goes for the rest of the eurotrash.

The pols in the US and UK need to grow a set.

All countries spy on all other countries as well as their own citizens.

The EU statement is akin to the Madam at a bordello expressing surprise that her employees are prostitutes.

The way the PM talked about Snowden’s leaks helping terrrorists (tapping Merkle’s phone helps terrorists?) pretty much gave away the fact that the British were in it with NSA.

We need to receive good intelligence on our allies, especially their relationship with our enemies; but need to concentrate on spying on our enemies, not just NSA style, but good old fashioned penetration by spies.

But when it comes to domestic spying, widespread listening into homes and businesses, my position is only with a court order based on probable cause.

If it were Bush’s Admin in charge, that fact would have been mentioned by the second sentence.
