He has the media and low-info voters as his out.
Politically, there is no risk.
The rewards are and will be “unprecedented”, historically.
I don’t think his bankster handlers would let him default when the money is readily available from monthly revenues. It is just a bluff, designed to see how stupid the Republicans can be.
