Hmmmmm, I have an activity that is repulsive, criminal and evil, yet because only one ethnicity performs it I have to allow it?
So if I found that only black men raped white women I'd have to allow it to continue so as to not single out black men?
Or I find that homosexual men are the only ones who rape young boys I have to allow it to continue to avoid singling them out?

Easy solution, if they have the will. Marriages below age of consent, or where bride did not consent, are void. Charge “husband” with statutory rape. Jail and\or deport.
"Nikah", that's on odd spelling for a word that's clearly pronounced RAPE.
And by the same token, it would be cruel and unfair and Multiculturally Insensitive to pass any other laws that unfairly single out Muslims.
For example, laws that would criminalize public beheadings of adulterous women, or the public rapping-on-the-knuckles of adulterous men, or forbidding public amputations of thieves, or public Honor Killings of girls who are raped (other than by their loving, geriatric husbands).
