The decision to inflict pain on the populace is coming from the WH.

If King Barry the Petulant was SO concerned about 'the government running and paying the nation’s bills', WHY HASN'T the government passed a budget INSTEAD of operating on Continuing Resolutions all these years?

He whines about how they won't do anything piecemeal, but that's exactly what they HAVE been doing with the governments finances

Then they screech about wanting a 'clean' CR bill, but what they really mean is a blank check
