This is actually a wise move by the house conservatives. It is the second chink in the democrat's armor and one O is going to sign, again, in opposition to his and the stated democrats words that everything would get funded at once, or nothing at all.

Next should be the NIH funding (cancer treatment for kids), and then the Nation Guard funding, and that crack in the dam will become a torrent of line item funding bills, if the conservatives hold to the plan.

Just my 2 cents...

Federal workers still on the job won’t be receiving their paychecks until after the shutdown.
