Ah, but the executive branch gets to decide which “services” are “essential”.
For instance, PBS and Planned Parenthood are “essential” but border patrol in hot pursuit of invading drug cartels, terrorists, etc are told to “stand down” because reinforcements are being sent but reinforcements aren’t sent; the money for reinforcements is instead being used for bonuses to the high-ups who give the stand-down orders...
And the critical element, on which Obama is placing all his hopes and audacity of criminality, is the media. If he had any fear of the media reporting this stuff, he’d never do it. The free press has always been the essential ingredient for the republic to continue. The Founders knew it. But we’ve got a press that voluntarily handcuffs itself and serves up bondage tricks for the “lovers” it idolizes. As long as that is the case, we don’t have a republic. We have, instead, the predictable-as-gravity corruption that always results from absolute power.
Who do I blame this mess on? The press. And it’s about time THEY heard from us just as much as the Congress-critters hear from us.

Yes, almost all of the press are morally bankrupt. How do we punish them? Turn off the TV is on way. Don’t support their sponsors is another. I have called for boycotts for a long time. You don’t have to target every business, just the ones who sponsor the propaganda that somehow passes for news.
I know I’m dreaming but the federal employees are citizens too and they have a responsibility to not only uphold the law but a moral obligation to choose the harder right. The NPS ranger that reported that the administration gave orders to cause the public as much pain as possible did the right thing. It was reported as well. Not enough people choose to do right. Instead they allow themselves to be intimidated by an illegitimate government.
