Frequently background checks cant see arrest records, just convictions. This is because some population segments have much higher arrest records than others. If you look at convictions its more apples-apples since adjudication is involved.
There was a movie scene with Bill Murray- ever been convicted of a felony? Convicted? No! Hm, I don't think arrests should be considered at all &mash; it goes against the whole basis of our legal-system and its presumption of innocence.
