GENEVA — The United States and Russia agreed Saturday on an outline for the identification and seizure of Syrian chemical weapons and said Syria must turn over an accounting of its arsenal within a week.
Kerry said that the first international inspection of Syrian chemical weapons will take place by November, with destruction to begin soon after and be complete by the middle of next year.
“There are timelines in here and it’s an ambitious goal,” Kerry said at a press conference with Lavrov in the hotel where negotiations took place.
A written framework agreement released Saturday said it should be enforced by “stringent special verification measures, beginning within a few days,” and including assurance of “the immediate and unfettered right to inspect any and all sites.”
It was not clear whether Syrian President Bashar al-Assad has been informed of the pact, and Syria was not a party to three days of talks here. Lavrov told Russian reporters that he had not spoken to Assad while in Geneva.
Russia is acting as a go-between for its Mideast patron and weapons client, which had not acknowledged its arsenal until last week.
Seizure and destruction of one of the world’s largest chemical weapons stores will be difficult and time-consuming especially in the midst of the ongoing civil war. But Kerry said Assad has kept tight control of the weapons, and all or most of the arsenal is housed in areas of the country under regime control.
“They ought to be accessible because Assad controls the access,” Kerry said.
Senior administration officials had said Friday the Obama administration would not press for U.N. authorization to use force against Syria if it reneges on any agreement to give up its chemical weapons.

Looks like we get some boots on the ground, then, and, those boots are going to begin marching with Russian boots, too. Interesting joint operation in light of the recent US/Russian (or should I say Russian/US) agreement to aid each other with troop deployments up to 30,000 strong.
There are no good options in Syria so whether its hawks, doves, heads or tails, its all bad, bad, bad......

Sooooo... We are going to destroy all their chemicals in a couiple of months but neither Rusia nor ouselves have been able to destroy our own well regulated stockpiles for 40 years.
Has anyone considered the fact that these chemicals can be produced over a campfire but cannot be destroyed without expensive and time consuming efforts?

i fear we will get Zip out of this as the Russians use this to achieve what they want—Their guy will win, lots of folks die, Russians get some cool bases to launch their efforts in Iraq and other spots.
