Even IF this Congress had the stones to impeach Obama, Reid and the rest of the Senate democrats (which includes John McCain and Lindsey Graham), would never, ever vote to convict him and remove him from office. So impeachment of Obama would be much like the impeachment of Clinton: pointless, and utterly useless. It would not change anything.

I think that issue is covered by the war powers statue allowing the president to commit forces for a limited duration before asking congress for approval.
What would need to be litigated would be if the Congressional disapproval vote mean the war powers act became inoperative.
By then it would no longer matter
