Jack booted thuggery.

They are doing it for two reasons:

1) Intimidation
2) Self protection for when the American people finally say "enough of this sh1t" and the lead starts flying

I am inclined to believe a similar reason. Pure preemptive psychological intimidation rather like the IRS does periodically when they nab a hi profile tax dodger or ream a low level assembly line employee with a random audit so he he can spread the FUD among his co-workers.
