I think this is a small victory. Forcing a would be dictator to ask for permission for anything is a small victory.
Hopefully, the R’s in the house have the spine to say “No.” Certainly, plenty of nominal R’s in the Senate will enthusiastically cheer on a pointless military exercise.
I expect no principled behavior out of democrats when Zero is asking for anything; so it’s pretty much on the R’s.
