There’s no specific language for a declaration of war, so yes, the US has declared war.

It’s highly unlikely that Zero will send in troops under the war powers act. It was pretty unlikely before, but after the MBs got their asses kicked in Egypt, it became much less likely.

Plus, he’s just so darned budget conscious:

You’re post was unclear to me. Are you saying Congress authorized intervention in Syria militarily?
